OUR HISTORY

Our story starts with the passion and sense of purpose of the AJHC founder, Julia Nabiullina. Working mostly within provider settings and collaborating with the Government and Private Payers throughout the years made her understand each party’s perspective on Public Health, challenges each faces  and regulations that they have to abide by. She believed that, if combined and communicated appropriately, integrity and completeness can be achieved between the parties for better outcomes.

Through personal curiosity and 15+ years of hands-on experience in the field, Julia acquired knowledge and expertise to share with the providers, payers and government agencies. She kept hearing comments like “we need to clone Julia” and decided to create a blog and e-Learning center to relay the wealth of information with others she could not visit. As the demand grew, Julia gathered a professional team to help her in this mission.

Today we help  Hospitals, Health Centers, individual Doctors and other healthcare providers, as well as government agencies and consulting groups to meet their needs.

BACKGROUND


Julia is a sought-after consultant with global expertise in the financial and healthcare industries. She has proven leadership skills and operates her own company, AJHC, a certified and active MWBE firm in the States of New York and New Jersey, providing advisory, auditing, and educational services to businesses, not for-profit organizations, government agencies, and individual clients. With her strong background in finance, compliance, and business administration, she analyzes and understands regulations and contracts, reading and forecasting financial statements, and fine-tuning business processes. In addition to her MBA education, Julia is a recognized alumni of Goldman Sach’s 10,000 Small Business Program.


As an accomplished healthcare industry expert, Julia provides advisory services to the hospitals and health systems, medical group practices and individual providers, 
New York State Department of Health (NYS DOH), American Arbitration Association, and other agencies. She has a solid background in healthcare operations, billing, contracting/ credentialing, quality assurance, healthcare law, compliance and finance. Julia has developed and deployed management systems designed specifically for these entities, with a view to achieving productive collaboration and better outcomes in quality and administration.



Julia has diverse regulatory experience; she abides by Governmental Auditing Standards (GAGAS), as well as regulations required by Federal and State authorities, including the United States Code, CFR, DFS rules and NYCRR. Currently, she serves as a subject matter expert and consultant for an alternative dispute resolution agency, supporting arbitrators in litigation processes between Healthcare Providers and insurance companies. She reviews all evidence files included in the case and provides a final report with findings, actuarial payment calculations owned to the appropriate party along with applicable references to the supporting regulations.


Julia has a data-driven, detail-oriented mindset which has earned her recognition as a member in good standing with American Academy of Professional Coders holding certifications for compliance, auditing, risk adjustment and medical coding. Recently, Julia has been awarded the Best Healthcare Business & Finance Consultant 2022, by the North American Business Awards.


PROFESSIONAL AND INDUSTRY EXPERIENCE

Julia served as a sounding board for the Department of Health on behalf of FQHCs during major healthcare changes and Medicaid reconstruction, including implementing new initiatives such as FIDA, HARP, ICD-10, Patient-Centered Medical Homes, DSRIP etc. During that time, she provided feedback to the DOH about the impact of applicable regulatory requirements to Safety Net Providers by conducting various financial and strategic analyses and. Julia is a knowledgeable expert of Article 28 (Medical); Article 31 (Mental Health); 822 (Outpatient Treatment), 816 (Substance Abuse) Program Facilities, provisions and accreditation matters.


While being a part of provider-based organizations, throughout years Julia served as a guiding, directing, and supporting part of the management team in business development, forecast, production, promotion of the organization’s programs, products and services. With that in mind, she understands the challenges healthcare providers face and can come up with creative solutions to reach a mutually productive collaboration between the parties.


Julia has worked very closely with Managed Care Organizations to build strong relationships with their senior management teams. That collaboration helped her understand MCOs systems, contracting principles and DOH regulations they must abide by. Hence, Julia was able to re-negotiate contracts and resolve existing challenges leading to overall savings, better communication, collaboration and improved quality between providers and MCOs.


Being a part of the Coalition for Behavioral Health, Julia was a part of the team, drafting a proposal for changes to Mental Health Parity Act, known as Wellstone-Domenici Law, implemented in 2015-2016.


In her role within Atlantic Health Hospital System, Julia acted as an internal consultant, creating a bridge between the CMO and over 1000 healthcare providers to meet and exceed quality goals for improved patient care, as well as to implement and pilot value-based contracts with MCOs while strategically improving Revenue Cycle.


Currently, Julia serves as a SME and consultant for the American Arbitration Association, supporting Arbitrators in the litigation process for disagreements between Healthcare Providers and insurance companies. She reviews all evidence files included in the case and provides a final report with findings, payment calculations owned to the appropriate party along with applicable references to the supporting regulations. Julia served as a Risk Consultant in Advisory Services for KPMG, one of the top management consulting firms and the New York State Department of Health (NYSDOH).
